In March 2021, the CROWN Act federal legislation was reintroduced in the U.S. House of Representatives by Rep. Bonnie Watson Coleman and in the Senate by Sen. Cory Booker.
Once signed into law, these bills ensure that traits historically associated with race, such as hair texture and protective hairstyles, are protected from discrimination in the workplace and in K-12 public and charter schools. The CROWN Coalition continues to galvanize support for legislation to end hair discrimination federally and in all 50 states. While laws to protect against hair discrimination have been passed in some local towns in Michigan, a bill to protect hair texture and style has been stalled in the state legislature.
House Bill 4275, also known as Michigan’s CROWN ACT, was first introduced in the House of Representatives in February. Since then, the bill has yet to move through the Republican-controlled Judiciary Committee.
The bill is sponsored by Rep. Sarah Anthony, D-Lansing, and would add language into the state’s Elliott-Larsen Civil Rights Act to include hair texture and protective hairstyles as “traits historically associated with race.”
The Elliott-Larsen Civil Rights Act currently bans discrimination in Michigan in areas like employment, education and housing on the basis of “religion, race, color, national origin, age, sex, height, weight, familial status, or marital status.”
If passed, the CROWN Act law would prohibit discrimination based on hair texture and race-based hairstyles, including braids, dreadlocks, twists and afros. It was first introduced in the U.S., and later adopted, in 2019 in California by state Sen. Holly Mitchell.
